  • Prep Chiles: Rinse chili pods, then remove stems and seeds.
  • Simmer Chiles: In a saucepan, combine water and chicken base, then add chili pods. Bring to a boil, reduce heat, and simmer for ~20 minutes until pods are soft and pulpy.
  • Blend: Transfer pods to a blender with garlic, oregano, salt, and about half the cooking liquid. Blend until smooth and paste-like. (Use a standard blender or an immersion blender.)
  • Make Roux: In a large skillet, heat olive oil over medium. Add flour and stir constantly for 1–2 minutes to lightly brown.
  • Combine & Simmer: Remove from heat and slowly whisk in blended chili mixture until smooth. Add more of the reserved cooking liquid until you reach a thick, gravy-like consistency. Return to heat and simmer for 10 minutes, stirring often.
  • Serve or Store: Use immediately to smother burritos or enchiladas, or cool and refrigerate/freeze for later.
